I am consulting a US dentist. I went to see a Hungarian dentist in London. They did a panoramic x-ray but said I had to go to Hungary BEFORE CBCT scan

Hmmm...so they only find out about my bone density in Hungary...so I saw a dentist in Southern coastal town, with an supposedly amazing reputation. I sent him my x-ray. He said 'We'll see about a CBCT scan in a bit...'He charted my teeth, offered another x-ray[mine was only 10 days old] then refused to provide a CBCT scan. Said 'I would be breaking the law to take one!' He charged me £250 for 45 minutes. He was contemptuous, patronising and seemed to relish telling me bad news, such as it would take more than two years to deal with my gum disease before he would 'allow me' to have implants. He was very impatient about my phobia- this was the worst experience I have ever had- as awful as the dentist who used to drill my teeth without anaesthesia when I was six years old. Where can I get a CBCT scan to have an informed consultation with my US dentist? Are there dentists in the UK who really care about phobic patients?
