I had a deep cleaning done but the dentist never went below my gums. But it cost $600. I fear I was not given a deep cleaning . Is a deep clean always below the gum line.

deep cleaning, root planning, phase 1 treatment, etc requires that a patient has a need for it first then secondly most all the time is spent under the gums. It hurts some so typically injectable anesthesia is used although may be possible with topical anesthesia for some cases.
