I had a lower rear molar removed nearly two weeks ago and had about half a dozen dissolving sutures put in. Now they are just flopping around and even getting caught on my toothbrush. I guess they have either partly dissolved or the knots are coming untied.

I can't easily reach them to cut them so short of going to the dentist to have the loose ends snipped off is there anything that I can do to encourage them to dissolve fully or break off?

Not really. It's why I hate self dissolving sutures :) They either come out too soon or too late. I'd much rather take them out myself.
You could try giving them a gentle tug if you can reach them, you won't do any harm.
