TINY CAVITIES, is drilling required? (photos and xrays included)

Hi everyone! I am in my 40s and apparently have my 1st 2 cavities in my entire life. they are both very tiny as you can see from the photos. As far as I can tell the cavities do not show up at all in the xrays but I will include them too.

my dentist would like to drill my teeth and do fillings for these cavities. I am curious if this is the best course of action as I am extremely anxious about this. I've always been praised for having such great teeth so the entire situation is really weirding me out.

IS IT POSSIBLE TO REVERSE THESE CAVITIES OR DO FILLINGS WITHOUT DRILLING?

is it okay to hold off on getting these drilled? is there any chance they can recover with fluoride therapy in 6 months? I have massive anxiety for drilling.
 
It's hard to be certain from photos but I would be very reluctant to go near those with a drill.
