Wisdom teeth removal question

Can wisdom teeth be removed under local anesthetic only even if they are damaged or chipped in places? I would prefer not to be sedated for a number of reasons, including that I will likely have to drive myself home afterward and because I do not want to undertake the risks associated with sedation, however small they may be, or deal with the potential after-effects.

Unfortunately, most of the oral surgeons in my area have refused to do it with local only, while a few general dentists have said they would. One of my wisdom teeth is partially impacted and may need the expertise of an oral surgeon, though, so I don't know what to do.
