Periodontal Deep Cleaning

If my gums are not sore, swollen or bleeding and x-rays indicates some areas of plaque below the gum, but not in every tooth in every quadrant; why does the dentist insist on a periodontal deep cleaning?

Would not a good dental hygenist be able to clean these areas without the apparent post pain and expense of this procedure?

If it shows up on x-rays then it's really quite severe, there will probably be lots more that isn't visible on x-rays.
